I don't know much about Fifa Fair Play, but for what i know it's about the financial conditions of the clubs.. if a club ( like City or PSG or Chelsea or russian Anzhi ) have a good financial balance it's ok, it doesn't matter how much money they throw for a player, but they must not have the budget in red. At the moment i don't know which club is in this conditions ( Barcellona, Real Madrid, Inter Milan, Milan A.C. not for sure )
